The Back Judge is responsible for calling delay of game. He has no timing device, so he puts himself in position to watch the play clock on the field, and the snap. This of course is a judgement call.As on a lot of fouls, there is a time lapse between the time the officials seean infraction, and the time it is actually called. There is an alternate official on the sideline that keeps the game clock. He has no authority other than to make game clock corrections.
I have not seen a replay, but I do believe if the snap happened with time still on the play clock, Little wasn't set, so we would have had a motion penalty which would have had the same result. Bad deal any way we look at it. Let's go bowling!!!

Question, why would it matter if Little wasn't set, he is in the backfield? That is as long as he isnt' moving forwards of course.

You may be right, if he was moving back which he probably was. I was so caught up in the play I didn't think of that senerio.
