I got it at the office, so here goes.
It's hard to make the correct call from a still picture, but from his hand position, my first impression would be yes. But, this a good example of why an official must be in position and see the whole play. Here's why, and I hope I don't confuse you more.
In the 2006 NCAA rule book. Rule 4, Section 18. Dribble.
Art. 1. A dribble is ball movement caused by a player in control who bats,pushes or taps the ball to the playing court once or several times.
Art. 2. The dribble may be started by pushing, throwing, tapping or batting the ball to the playing court.
Art. 3. During a dribble, the ball may be batted into the air, provided that it is permitted to strike the playing court one or more times becore the ball is touched again with either hand.
Art. 4. The dribble ends when: a. The dribbler catches or carries/palms the ball by allowing it to come to rest in one or both hands. b. The dribbler touches the ball with both hands simultaneously. c. An opponent bats the ball. d. The ball becomes dead.
If he is beginning his dribble, (which I don't think he is) it's ok. His hand isn't under the ball, so you can't say he's caught it, but if he has caused the ball to come to rest in his hand, (which is what looks like has happened) it's a violation.
The rule hasn't changed, but it's application sure has. Allow me to make another point. I've had this happen several times in games I called. A player will be dribbling up the court, and lose control. The ball will bounce above his head. As long as he puts his hand on top of the ball and continues his dribble, it's ok. Most of the time this happens, the crowd goes crazy, but for no reason. All that is, is a high dribble.
