Many times I see a player receiving a pass (possibly errant) gain control of the ball by bouncing it once and then holding it. Then they proceed to begin a dribble to move with the ball. (Happens a lot on entry passes to the low post).

Shouldn't this be a double dribble. I referee Upward Basketball games, and I call it a double dribble when it happens, yet in college and pros, it is not called.

What's the correct ruling.

The key word here is control. If a player receives a pass anywhere, and controls it, if they hold it and dribble, it most certainly is a double dribble. The only time a player can dribble after a fumble is if the ball is touched by another player. Rule 9, Section 7, article 1c.
