Which official should call goaltending and why? :question:question:question

A goaltending call is the primary responsibility of the "Center" official, with the secondary responsibility being on the "Trail." The "Lead" official, (The one under the basket) should NEVER make that call, or count or disallow a last second shot.

The reason is this. The "lead" official should never look up, because his first responsibility is rebounding, etc. The "center" would be in the best position provided he penetrates when the shot goes up. The "trail" would be in the next best position, but he is the fartherest official from the basket, and has other primary responsibilities.
