I understand that on fumble that goes out of bounds without being recovered, that the ball is spotted a) in the NFL, at the point of the fumble, b) same in college, but c) in HS, where the ball goes out of bounds. Is that correct?

The question came up on bobbled pass reception last nite that was ruled incomplete (so really not an issue) but the dropped ball bounded beyond the first down line out of bounds. We were guessing as to where the ball would have been spotted had the pass been completed followed by a fumble as in that case the fumble would have made the first down that the reception only would not have.

Thanks.

As far as I can find out, it's the same in all 3 levels. If the ball is fumbled forward, it comes back to the spot of the fumble. However, if the ball is fumbled backward, it stays at the point of recovery.
