Have theband march around the stadium before the game and get everyone fired up, they probably need the exercise anyway. Determine where the players walk can be the most effective not necessarily the most convenient for the players and coaches. Have a highschool band day at the spring game in the morning or afternoon before the game. You need to get kids and parents to come to the stadium, involve them in the day's activities, and see a great spring show. Have some fireworks after the game, this will keep everyone in place. Have some junior(kid)pass, punt competition on spring game day.
Regarding regular season, build traditions. Decide on some good positive things to do and build on them each year by improving and enhancing. More publicity, more player stories in the press, even have a press day where you recognize those guys. We need better press so lets give them some honey. Have some days in the fall where practices are open to the public. Why not have the state divided up into four sections and have a band day competition four times with the winners coming back for a final competition paid for by UK(special donors, vendors, etc). We need to honor more prior players at the home games, make a big thing out of Kentucky Hall of Fame elections.

Complete band overhaul.
Honor UK's alltime leading scorer Joey Worley.
Add some color to the grey stadium.

Install a happy gas dispenser in the opponent's locker room ventilation system.

Amen.
That should not be a particularly difficult or expensive thing to do.
There's no reason that so much of the outside of the stadium should be beige and cream. It's UK's stadium, not the San Diego Padres.
Put some more blue and white paint inside the stadium, not gray.
Make it look like the home of the Kentucky Wildcats.
The inside of the Swamp is painted well for their team; whenever it is on TV you know whose home it is. Commonwealth ought to be the same way.
We got rid of the Tennessee orange seats in Rupp. Let's make Commonwealth look like a UK facility too now.
