Let me charify because I just noticed you asked about HS football. I was quoting College rules. In the collegiate game, an automatic first down is rewarded only for certain personal foul penalities. For instance, roughing the passer or kicker, or pass interference. All other PF penalties are 15 yards only.

I'm checking on the HS ruling.

The HS rule is the same as I posted above. I finally found out at an officials meeting today.
