I've been watching a Florida high school playoff game and saw something rules wise that looked strange to me. Team A is in punt formation and gets the punt off. A flag was thrown for, I think, not enough players on the line of scrimmage. During the runback, team B has a blocking in the back penalty called on it. A personal foul flag was then thrown against team A for a late hit out of bounds. What would be the correct call as far as who gets penalized how much and where would the ball be spotted. The late hit out of bounds occurred on about the 45 yard line of team B. The line of scrimmage for the punt was on the 25 yard line of team A.
During the game, the officials huddled and came up with this result. The flag on team A for not enough players on the line of scrimmage offset the blocking in the back penalty on team B. The officials then penalized team A, the punting team, 15 yards and made them rekick. Good call?
Ironically, the punting team had 3 illegal procedures in a row with the punter finally kicking the ball from 8-10 yards deep in the end zone. He got off a kick the ended up being blown dead on about the 18-20 yard line of team B.

They got it right. The procedure and illegal block penalties off set. The personal foul penality would be the only foul penalized. Because it occured during the play, it is a live ball foul and they handled it correctly.

But, some of these type rules can be state specific, so they can vary some. For example, Texas High Schools, play by NCAA Rules, not the National Federation High School Rules most states use.

I don't remember exactly how it occured, but the late hit out of bounds could have been a dead ball foul. Would that have made a difference in what was called?

Yes, it would. In your description you mentioned a late hit out of bounds, that could have been before or after the whistle. If after, it would have been a dead ball foul. Either way, it was to only foul penalized.
