Just kind of wondering how many scholarships are allowed for a NCAA Division 1 basketball team. I thought it was 15.

13 is correct. Was 15 at one time years ago.

So that leaveves us with one more schollie and if liggins doesn't qualify and jasper leaves , then three . I notice carter is a senior or will be but that should be with two years of eligibility to play because of a redshirt year unless someone forgot to apply for it . We presently have one commitment for next year.

Coury is technically on scholarship, but that just seems to because there are unused scholarships. I believe he has the understanding that he'll stay on scholarship only if there's one available, i.e., one is not being "reserved" for him, so I would not include him in the scholarship player count for the purposes of determining how many will be available.
So going into next year, I think 12 is the current count, assuming Jasper does return (since as of now, he has made no announcement that he will not return) and assuming Liggins qualifies:
Seniors (1) - Carter
Juniors (6) - Jasper, Meeks, Stevenson, Porter, Harris, Galloway
Sophomores (3) - Patterson, Stewart, Harrelson
Freshmen (2) - Miller, Liggins
Walk-ons (6): Coury (Jr.), Scherbenske (Jr.), Krebs (Jr.), Perry (Jr.), Delph (Fr.), Sloan (Fr.)

You do not have to apply for a redshirt. It's automatic, if you don't play. Carter played briefly and thus would have to apply for a waiver of the five year rule. This is frequently called a medical redshirt.
As I understand it however, you can't apply for the waiver until after using your normal eligibility. In Carter's case, there is a real question (in my mind at least) that UK would apply for the waiver.

I had no idea they could do that. Don't know how much it will help us really, but thats pretty cool.

Coury is not on scholarship, so, that's one more. Are you sure about Carter's medical waiver year wouldn't count against the 13 limit? I have seen it metioned both ways. That it will count and that it won't.
You are right, it does have to be applied for, but, the granting is almost automatic. They just check to see that the numbers add up and that it was medically neccesary.
