The song (?) is : Theme from "the Third Man " by Anton Karas maybe that's a film?
About the earliest pop song I remember is " How much is that doggy in the window?" or some thing like that . Maybe sung by Patti Page?

Calsegs, "The Third Man" was a very good spy film directed by Orson Welles. He had a pivotal role--I believe he played Harry Lime, a double agent. It was set in post-war Vienna and was very atmospheric--loads of night scenes, played out in the shadows. The theme was played on a zither--if you ever hear it, you'll know it instantly.
Yep, Patti Page. I also remember Dorothy Collins singing it on "Your Hit Parade"--remember that?
The earliest pop song I remember was "Hey, Good Lookin' (What Ya Got Cookin'?)"
