vB question regarding message editor interface

I recently re-did my site with vB and I have all the options enabled to be able to change the message editor from the basic to enhanced with the WYSIWYG so smilies can be displayed. However, when I go into the options in my userCP, and I make the change in the dropdown to enhanced, and hit save, it just goes right back to the default basic editor.

Is there something I do not have enabled that I should, am I missing some kind of setting in the control panel? Any ideas why this is not saving the change?

Make sure you have it enabled in the VBoptions in the administrator panel and that it is enabled for EVERY user group.

Do you know which option under the vB options would control this function, I feel like I have gone through them all and Im not seeing it.

We have all these enabled, not seeing where you would change the usergroup permissions.

Is it individual users who are unable to do it? If the default was set to basic editor when a user signed up, then they will have to go into their user control panel and change it over to the WYSIWYG editor. I would make sure that the default for registration is whe WYSIWYG editor so new members will not have that problem. (This is done under "vBulletin Options" and then "User Registration Options")
