Soldier, my wife is a paralegal and the law firm she works for handles public financing. In the past, she has been involved behind the scenes in the legalities of the financing of the Yum! Center and Slugger Field in Louisville, to name a few. She says the the rate of return on the bonds won't be known until they are actually sold. She also says anyone who is interested in investing in the Commonwealth project should work through a reputable stock broker. Hope that helps.
